Two small (but impactful) improvements to the global filters

• Clicking outside of the modal will now close it
• Filters will persist on browser refresh

Tags are essential to notebook organization in Flotes. Tags will now persist when refreshing your browser. This can significantly improve the experience when looking at specific sub-sets of notebooks.
